The Child Care Subsidy is designed to help working and studying families afford early learning. In general, families under the CCS income cut-off can receive a subsidy. The lower your income, the higher your CCS percentage.
CCS is not all-or-nothing
Many parents think you either get childcare subsidy or you don’t. In reality it works on a sliding scale. You may still qualify even on a higher income, but the government covers a smaller percentage of your childcare fees.
What income means for CCS
Combined family income
CCS uses your combined household income. That normally includes you and your partner’s income before tax. It is not based on one parent’s wage alone.
Annual estimate
Services Australia looks at yearly income, not weekly pay. If your hours change, return-to-work happens, or a new job starts, your CCS percentage can change too.
Why accuracy matters
If you underestimate your income, you may receive too much subsidy and need to repay later. If you overestimate, your childcare may look more expensive than it really is.
How income affects what you actually pay
Understanding the gap fee
Your childcare centre charges a daily fee. The government then pays part of that fee based on your CCS percentage. The amount left over is called the gap fee, this is what you pay.
Simple example
Centre daily fee: $150
CCS percentage: 70%
Government contribution: $105
Your out-of-pocket cost: $45 per day
If your child attends 3 days per week, your weekly cost may be around $135.
Why two families pay different fees
A family receiving 85% CCS could pay less than half what a family receiving 50% CCS pays at the same centre. The fee itself did not change, only the subsidy percentage did.

2026 CCS changes families should know
The 3 Day Guarantee
From January 2026, eligible families can access at least 72 hours of subsidised childcare each fortnight. This helps many Brisbane families access early learning even if their recognised activity hours are lower than before.
Why this matters
Previously, some families could not use multiple days because their subsidised hours were limited. The change makes childcare more predictable, but your CCS percentage is still linked to income.
